15-month wait-out period for downgraders from private to public housing. This cooling measure will not apply to those age 55 years and above. Some downgraders affected by this new cooling measure left frustrated as it dampens their plans to downgrade either to buy a bigger flat to live with parents or to downgrader to cut expenses in midst of inflation. To rent a place during this wait-out period, will eat into the profit which will be used to fund renovation and moving expenses.
